From 8 to 10 September 2010, the Belgian EU Presidency invited experts to participate in the "Europe de l'Enfance" expert conference -- in order to create synergies and coherence between European and international policy agendas on children, youth and children's rights. The Belgian EU Presidency decided to put this meeting for the first time on the agenda of the EU Council Youth to create a coordinated approach to youth and children's policies. At the same time conclusions of the conference will serve as input for a declaration of the Ministers of Children at their meeting the 15-16 November in Brussels, to be organised by the French Community of Belgium.

Key messages on ECEC:

1) Right of childcare: To guarantee a right for all children to access high-quality, diversified and integrated ECEC services;

2) Quantity of places in childcare;

3) Quality of ECEC;

4) Accessibility;

5) Monitoring and evaluation every 5 years at least on the level of EU and each State member.
