'Education for all by 2015: Will we make it?' is a mid-term assessment of where the world stands on its commitment to provide basic education for all children, youth and adults by 2015.

What education policies and programmes have been successful? What are the main challenges? How much aid is needed? Is aid being properly targeted?

Refer to Chapter Two, page 34 for results on Goal 1: Expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children.

Findings for ECEC:

Although child mortality rates have dropped, a majority of countries are not taking the necessary policy measures to provide care and education to children below age 3.

The provision of pre-primary education for children aged 3 and above has improved but remains scarce across sub-Saharan Africa and the Arab States.

Early childhood care and education programmes generally do not reach the poorest and most disadvantaged children, who stand to gain the most from them in terms of health, nutrition and cognitive development.
