  • ƒ Promote local, state, and federal policies that advance a child care and early learning system that serves all children, families, and communities.
  • ƒ Build a movement—Child Care Works—that effectively and sustainably advocates for better policies that support access to high-quality child care for all.
  • ƒ Improve child care regulations so that they are evidence-based and support common-sense practices, while also providing the funding necessary to effectively implement these regulations across all child-care settings as appropriate.
  • ƒ Strengthen the national child care resource and referral system through state and local CCR&Rs that are designed and equipped
    to meet the evolving child care needs of families, the professional development and business needs of child care providers, and the resource and connectivity needs of communities across the nation.
  • ƒ Support equal access to efficient and effective programs that are informed by parents and that meet the needs of today’s working families as well as the social, emotional, and educational needs of tomorrow's workforce.
  • ƒ Promote equal access to high-quality programs for all families to support positive outcomes for later child success.
  • ƒ Be a leader in the development of State infrastructures that are designed to meet the professional needs of the workforce and the needs of working families, and that support high-quality childhood interactions.
