Realising inclusive education: Forwarding a global agenda

The challenge set by the Salamanca Declaration (UNESCO 1994) of creating more inclusive education systems highlighted a number of emerging issues and dilemmas for all national education systems. Despite the differences that exist between national contexts it is, however, clear that in resolving these dilemmas policy makers and practitioners are faced with a number of common issues. This seminar will bring together key policy makers from a range of national contexts in a forum in which these dilemmas can be reviewed and analysed. Presentations by leading international policy analysts and researchers in the field of inclusive education will serve as a focus for more in-depth analysis and discussion.

Issues to be addressed include:

- What are the best strategies for ensuring the effective implementation of national policies at all levels?
- What are the most effective ways of encouraging school and professional development in the field of inclusive education?
- What lessons can be learnt about creating inclusive schools in the midst of diverse communities?
- What strategies are most effective for improving practice to include marginalised groups?
- In addition to the formal programme there will be opportunities to visit local schools, examine resources and participate in cultural visits.

Participant profile -- Participants will include key policy makers in the field of inclusive education at national, regional or local levels, representatives from non-governmental organisations and voluntary agencies, and those responsible for teacher and school development.
