Fee assistance is paid directly to non-profit and for-profit service providers on behalf of eligible parents. Eligibility for fee subsidies is determined either through an income or a needs test. Working parents are assessed for eligibility through an income test. Social assistance recipients whose children attend child care for child development purposes are assessed for eligibility through a needs test. Rates for subsidized spaces are set by the provincial government. Subsidy rates are uniform regardless of the child's age. The provincial fee subsidy budget is capped. When all the allocated funds have been spent, eligible parents go on a waiting list. Approval from the Director of Family and Rehabilitative Services Division is required before a centre can have more than 50% of its spaces subsidized. Any licensed non-profit or for-profit child care program is eligible to enroll children receiving subsidies.
The turning point is the income level up to which full subsidy is available. Partial subsidy is available up to the break-even point at which income subsidy ceases.
