In May 2009, the Nova Scotia Teacher's Union (NSTU) adopted a policy on early human development. The following policy statement discusses research on the effect of the early environment on development, the need for support in the early years, and how there is a lack of support for early childhood development in Canada. The policy then outlines what the components are in a good early childhood program and how this can be applied in Nova Scotia. The conclusion of the policy statement presents what NSTU believes early human development services should be in Nova Scotia.

"The NSTU believes early human development is an essential component of the social services that should be provided to all Nova Scotians and should be a viable part of a quality, universal, public education system."
