Abstract:

The EFA Global Monitoring Report of 2007, Strong Foundations, urges countries to develop a national early childhood policy to promote the holistic development of young children. A key element of such a policy is governance &em; the allocation of responsibility for decision-making and delivery across government departments, levels of government, and public and private actors. Policy decisions about governance have widespread implications for the types and quality of children's experiences before they begin school. This brief, drawing on Strong Foundations, reviews how nations govern Early Childhood Care and Education (ECCE) systems, the successes and challenges that arise, and policy lessons.
