Excerpts from the press release:

NDP MP Olivia Chow (Trinity-Spadina) announced today that the NDP caucus will be introducing a National Child Care Act when parliament returns in April. The aim of this Act is to protect and build on programs now at risk given the stated intent of the new Conservative government.

While the government is intending to introduce a funding allowance per child the real issue is the creation of childcare spaces and a national childcare system. Stephen Harper has admitted that spaces also need to be created. The NDP says the only way to truly provide those spaces is through legislation that ensures a national system of quality care.
