This is the report of the first consultative meeting of international experts and US experts on international developments in the field of early childhood education and care. The meeting was held on May 11 and 12, 2000, under the auspices of the Institute for Child and Family Policy at Columbia University. The goal was to stimulate those concerned about ECEC policies and program issues to extend beyond tradition and conventional policy and program issues and, to raise or address new or different questions. Five papers were prepared for the meeting as well as a final report which summarizes the discussion.
